Pardon me, is that your dog?

To night my husband and I  went to one our favourite restaurants, an Asian Fusion place (which will remain nameless)  Any way, we were behind an elderly couple with a baby carriage, aww bless, Grandma and Grandpa are having a night out with the baby..(at least that's what we thought) A few seconds later I see the woman place the "baby" in the carriage,  and I see a round furry head.. The couple were bringing their DOG into the restaurant IN the baby carriage.  If it had been any other place I wouldn't have cared. The little poodle-ish  dog obviously wasn't a "helper" pet, so how is this allowed?  

The couple must have been regulars as the staff  didn't have a problem with doggy, but several of the customers were shocked.. So should non helper pets be allowed into restaurants simply because they are in  carriers or baby buggies?

I'm not really a big fan of the idea,  I mean why is it ok to have  non helper animals in a restaurant when a woman can be refused service if she breasts feeds in public??
